The Curtain Rises: A Health Shield or a Covert Military Operation?

 

Are the mRNA vaccines that emerged during the planned pandemic merely health solutions, as claimed, or are they part of a global military operation? The fact that they did not undergo traditional drug approval processes was far more than ordinary bureaucratic negligence. Mechanisms like Emergency Use Authorization (EUA) and the PREP Act, as highlighted by the 2009 National Academies Institute of Medicine, are entirely separate structures, outside the normal drug development pathways.

This indicates that the products were positioned as "countermeasures" designed not for civilian health, but for military operation scenarios such as chemical, biological, radiological, nuclear (CBRN) emergencies or war/terror events involving weapons of mass destruction. Therefore, it shows that the purpose and legal framework of the chemical product are fundamentally different.

 

Under the Shadow of Scientific Claims: Unregulated Territory

The legal framework does not mandate any regulatory oversight, clinical research, or trial reporting during the development, manufacturing, distribution, and administration of these products; all these activities are entirely optional. Consequently, manufacturers' claims of "safe and effective" are not based on clinical trials conducted according to scientific standards. Comparative tables from regulatory bodies clearly show that the EUA process does not generate systematic information about efficacy or safety, does not require informed consent, and does not need approval from Institutional Review Boards.

The misuse of the term "research" in the context of EUA prevents legally binding research; the legal confusion is described by experts as intentionally confusing and obfuscating.

 

The Pentagon's Hand: A Legal Shield for Evading Responsibility

The manufacturing agreements for mRNA vaccines were carried out through military Other Transaction Agreements (OTAs) signed by the Pentagon. These off-contract agreements aim to allow the military to procure cutting-edge products by bypassing bureaucratic hurdles and were not designed for civilian use. Military classification provides broad legal immunity to manufacturers and anyone involved in activities related to the products through EUA and relevant laws.

This immunity means there is no expectation of generating information about safety or efficacy during the product development process, no obligation to track safety signals, and no one can be held legally responsible even if people are harmed or die. Given that the relevant Act was originally designed to cover medical countermeasures for CBRN emergencies, not civilian pandemics, and was deemed unconstitutional by many lawmakers at the time of its adoption, its application to the current pandemic raises serious legitimacy issues.

 

Turkey's Fate: Sovereignty and Public Health Dilemma

The US regulatory and military framework raises the question of what legal status Turkey adopted for mRNA vaccines. The Emergency Use Approval (AKO) mechanism, implemented by the Turkish Medicines and Medical Devices Agency (TİTCK), can suspend ordinary oversight processes and allow products to be administered before clinical phase data is complete, creating a regulatory loophole similar to EUA in the US. If mRNA vaccines like BioNTech were offered in Turkey under AKO, it must be accepted that the products do not have full licensed drug status and are experimental in nature.

However, the failure to clearly communicate this status to the public blurs the chain of legal responsibility, infringes on citizens' right to informed consent, and violates the principle of democratic transparency. The content of Turkey's contracts with vaccine manufacturers, especially liability provisions, is of great importance. If Turkey has accepted a protection mechanism similar to the US vaccine manufacturer protection law, meaning that manufacturing companies cannot be held responsible for any harm, it constitutes a violation of legal sovereignty and deepens external dependence.
