Prime Minister Benjamin Netanyahu's (PM Benjamin Netanyahu) ability to avoid consequences is leading to new atrocities that have been unimaginable since the start of fighting in Gaza in October. Netanyahu is moving to formalize his "colonial project", which envisages the complete exclusion of the Palestinian people from their homeland and the subsequent confiscation of all Palestinian land.
Journalists familiar with the region continue to describe the brutality of Israel's determination to exterminate the Palestinians in Gaza and what will happen next in the West Bank as a turning point for all humanity. The United States, they say, is the greatest power, reduced to the status of a wholly owned subsidiary of the Jewish state and impotent in the face of the Israel Lobby and associated Jewish and Zionist-Christian organizations that corrupt and control American foreign policy and some domestic policies.
The international community has come together to put an end to the slaughter and deliberate starvation of defenseless civilians in Gaza. The United States introduced a draft resolution in the United Nations Security Council calling for an immediate, albeit temporary, ceasefire in Gaza, but not demanding it. But this resolution was vetoed by Russia and China, allowing the fighting to continue and the Israeli military security leadership to maintain control over the entry and distribution of desperately needed aid.
President Joe Biden's decision to join with Netanyahu's war cabinet in a ceasefire for the 1.5 million Palestinians taking refuge in Rafah, the southernmost part of Gaza.It has been suggested that he urged Netanyahu to protect civilians at a time when they were in danger of death with no way out, while he was planning an invasion. This seems to be a recognition by the US that it can be easily manipulated by Netanyahu.
Activists have confirmed that $3.8 billion in "tribute money" will be paid to Israel in cash immediately and that federal funds to the United Nations Relief and Works Agency for Gaza (UNRWA) will be blocked for at least a year. In addition, in their analysis of the US bill, they identified special provisions for Israel in several sections of the bill.

It requires organizations receiving US funding to take an active role in combating prejudice against Israel and prevents funding in support of a Palestinian state unless they adequately cooperate with Israeli security forces. It also prohibits the transfer of funds to the Palestinian Authority if Palestine is granted state status by the UN or any UN agency without Israel's consent.

The bill prohibits any security assistance to the West Bank or Gaza unless the Palestinian Authority takes satisfactory steps to end torture and other cruel, inhuman and degrading treatment of detainees. It is important to emphasize that while Israel routinely engages in these practices, it is Palestinians who are calling for an end to the mistreatment.

This bill prohibits the United States from funding the UN International Fact-Finding Mission to investigate Israel's illegal occupation of the Palestinian territories. It also cuts funding to the UN Human Rights Council as long as investigations into Israeli human rights violations continue. The Secretary of State states that each organization, department, or agency that receives funds appropriated under this legislation must report to the Appropriations Committees on its performance in combating bias against Israel.

This bill prevents the US State Department from providing funding to the Palestinian state unless it verifies that the Palestinian government meets certain requirements, including cooperation with Israel and other relevant security institutions.
